NO even good powerful latest PCs are not at its peak performance this include RAM & GPU not only CPU.. Why? Because of binning, the higher quality are required to run at the most stable setting with the average stable setting base on lower quality RAM, CPU & GPU .. at least for RAM there are binning and intel do sell high binned CPU on their i9 however on than that its still not at its peak performance. Look I have a 3700x system from 2020 when I optimized CPU Setting to: SVM ON/OFF (depends if i do use emulators) = OFF increases CPU performance, ON allows virtualization add overhead and decreases performance a bit specially single core performance. SMT OFF = improve CPU performance on some games, some time there is no improvement, for multi threaded optimize game (rare) will drop a few frame. PBO manual = 300-230-230 power limits, x2 scaler, +200Mhz Auto OC, thermal limit 120C = increase headroom for CPU to boost at higher clock than stock on heavier load & higher temps which is usually forces CPU to underclock a lot at stock. VCore offset -0.084V = reduce CPU temp (lower temp higher boost) w/o SMT OFF can only manage -0.054V w/ PBO manual w/o PBO manual can manage -0.068V stable (Combining or stacking everything is better). Pref Core Disable = better to disable in ryzen 3000 & below and enable in 5000 and newer. HPET Disable = reduce latency for ryzen CPUs increase massive performance (FPS). VRM LCC Medium = Stabilize power delivery to the CPU (Auto = boost fluctuate a lot specially in lower load, LCC High = the same as Auto) While medium stabilize boost/longer boost even in light load (feels like manual setting boost 98% all the time). C-State & AMD cool and Quiet Disable = remove power savings or core idling or core underclocking = increase performance, reduce latency, noticeable increase in 1% lows. CSM Disable = forget what this is for but yeah 100% disable this. BClock 100Mhz manual = Remove Base clock fluctuate = reduce latency slightly increase FPS. Infinity Fabric OC (IF) = 1866Mhz which allows to run RAM at 3733MT/s instead of 3600MT/s which increases performance a lil bit. Soc Voltage = 1.190 V instead of 1.1V stock to stabilize 3733MT/s with the tightest primary, secondary and tertiary timings including GDM OFF 1T and lower procOdt. CLDO VDDP 1.1V & VDDG IOD 1.075V = stabilize 1866Mhz IF OC. DRAM Voltage = 1.460V stabilize manual RAM Timings. (RAM OC = reduce latency Due to GDM OFF 1T = True 1 Cycle instead of default GDM ON 1T = 1.5 Cycle, lower timings, higher frequency reduces latency and increases CPU performance) OS at M.2_CPU slot = Direct storage access by CPU, reduce latency and increases performance. Updating BIOS = increases CPU performance by 3-5% can be sometime higher if you are in a lot older BIOS version (this is the same as updating Windows some games benefit some don't but its free). Updating Windows = increase FPS on some games by a lil bit or rarely a huge FPS boost on some games while no improvement on other games. Tweaking Windows = Reduce latency = increase performance (can notice latency decrease by using latencymon = lower is better). So leaving it at stock??? MEEEEEHHHHHHH ... NO, this fully tweak system performance better than r5 5600 or sometimes better than 5600x stock and that's a 1 gen performance inc. by tweaking...waiting for GPU upgrade and will tweak the GPU as well to further increase the performance to a 5600x min with the same build but different CPU. (my friends has a 5600 & 5600/5800x (5600x & 5800x performance are identical) so yeah we compared it).

Sorry for the long reply but stocking each tweak result in a huge performance increase. The system is 24/7 stable, RAM OC passed 24-72 hours test per instruction per app "uses all available RAM stability app since some app can detect error for other timings while others don't" (using SSE,AVX,AVX2,AVX-512 instruction if the app allows this, some are set to SSE only some are AVX2 only and some have all the options). For the CPU this one is easier only require a few days vs RAM stability that took a months due to GDM OFF which spit thousand of errors (use prime95 Small-FFT AVX2 = 24hrs, Large-FFT AVX2 = 24hrs, mix = 24hrs), OCCT = (SSE, AVX2 Small & Large, AVX 512), Aida64 CPU stress test 24hrs, Latencymon 24hrs (latency stability test), IDLE test 24 hrs (too much undervolt is not stable in light load specially IDLE).

I did it on 0001 and I think it works, no problems for the time being

None that I know of, but if you do ever encounter any issue you can use the enable registry to revert it easily.

I don't believe it will, but you can use the enable reg to revert anyways.

Are you using a custom OS? Like AtlasOS or Ghost Spectre. A lot of optimizing software will automatically change a bunch of your registry keys.
